Big Russian anti-submarine vessel in PH until October 26
Russian Pacific Fleet’s vessel arrived at the capital of the Philippines – Manila – for a visit as part of the military cooperation program between two countries, Russia’s Pacific Fleet spokesman Captain 2nd Rank Nikolai Voskresensky said.
“A group of the Pacific Fleet’s big anti-submarine vessels consisting of Admiral Vinogradov and Admiral Panteleyev as well as of the large sea tanker Boris Butoma docked at Manila, the capital of Philippines,” Voskresensky said adding that the visit takes place as part of the program on the development of international military cooperation.
During the visit of the Russian warships to Manila, the authorities of Philippines, foreign diplomats, and local residents will be allowed to take a tour of the large anti-submarine vessel Admiral Panteleyev.
Russia’s visiting naval crew and local navy representatives are also scheduled for friendly sports games, such as football and volleyball, and the Russian guests will also enjoy tourist tours in Manila.
The visit of the Russian Pacific Fleet’s vessel to the capital of Philippines is scheduled to last until next Thursday, October 26. PNA/TASS

India, Japan Set to Deepen Anti-Submarine Warfare Cooperation

Indian Defense Minister Shri Arun Jaitely and his Japanese counterpart, Itsunori Onodera, have agreed to expand joint anti-submarine warfare training between the Indian Navy and Japan Maritime Self Defense Force (JMSDF), according to a joint press statementissued on the occasion of the India-Japan Annual Defense Ministerial Dialogue, held on September 5 in Tokyo, Japan.

“The two sides will consider inclusion of Anti-Submarine Warfare (ASW) training to expand cooperation,” the statement reads. “In addition the ministers agreed to pursue exchanges and training by ASW aviation units such as P-3C.” (Japan currently operates around 80 P-3C Orion aircraft.) Furthermore, the press statement specifically mentions the participation of Japan’s first indigenously developed and built maritime patrol aircraft, the Kawasaki P-1, in next year’s iteration of the trilateral Malabar naval drill.

Japan became a permanent member of the annual Malabar naval exercise, originally a bilateral naval drill between the United States and India, in 2015. This year’s naval drill had a heavy ASW focus and included the MSDF’s largest surface warship, the helicopter carrier JS Izumo, an effective anti-submarine warfare platform. (The carrier can accommodate over a dozen Mitsubishi-built SH-60k ASW helicopters.) The statement does not mention additional details on future Indo-Japanese ASW training.

Nevertheless as my colleague Ankit Panda reported earlier, the Indian Navy could potentially operate Japanese submarines in the near future. India has recently issued a request-for-information to Mitsubishi Heavy Industries (MHI) and Kawasaki Heavy Industries (KHI) for an estimated $8 billion contract to build six advanced submarines with air-independent propulsion (AIP) technology under the Project 75(I) initiative.

India-Japan to join Anti-Submarine forces, an act that will make China furious



In a move likely to irk China, India and Japan significantly stepped up defence ties a day after Prime Minister Narendra Modi and China’s President Xi decided to move beyond the Doklam stand-off to step up border security cooperation. Beijing sees Japan as a regional military rival with which it has territorial disputes. India and Japan have a “Special Strategic and Global Partnership.”

The expansion of military ties between the two countries comes during the visit of Union minister Arun Jaitley to Japan on his last trip as Defence Minister before he hands over the portfolio to his successor. Nirmala Sitharaman takes full-time charge of the Ministry tomorrow. While in Japan, Mr Jaitley visited a Japanese Navy base and ‘flew’ a Japanese P-1 aircraft simulator.

The Indian and Japanese armies will plan joint anti-terrorism exercises for the first time next year.

Japan, which participated in the Malabar Naval exercises with the US and India in the Bay of Bengal this year, wants to step up its level of engagement in these war games by sending across its state-of-the-art P-1 anti-submarine warfare aircraft, the most sophisticated of its class presently operated by its Navy.

What’s more, the navies of both countries will train together in anti-submarine warfare and anti-mine warfare exercises, which could see the India deploy its US-built P-8-I anti-submarine jets to Japanese naval bases for the very first time.

Both India and China have been keeping a close eye on the dramatic growth of the Chinese Navy, which has inducted dozens of new warships and submarines over the last five years.

India is concerned about the increasing presence of Chinese nuclear submarines in the Indian Ocean while China lays claim to the Senkaku Islands, a group of uninhabited islands currently controlled by Japan in the East China Sea.

Over the last few years, the navies of India, Japan and the United States have come together to form what is increasingly being seen as a Naval alliance, with an eye on the growth and expanded deployment of the Chinese Navy, which now has a logistics base in Djibouti in the Horn of Africa. All three nations have challenged China’s claims to South China Sea, with each side stressing the importance of freedom of navigation in the disputed region.

It now appears that India may once again be considering the purchase of Japanese US-2 Amphibious aircraft, a deal for which never materialized earlier despite several rounds of talks.

The deal for up to 18 US-2 aircraft, which can be used to monitor India’s Exclusive Economic Zone in the Arabian Sea and the Bay of Bengal, could be worth approximately $1.6 billion.
